Bloch, one of the foremost stamp experts of all time, states.
Bolivia 1917, 10c on 1c blue, lithographed, Revenue stamp (Scott #102D), pictured below is in my opinion genuine. It is apparently unused (with some gum) and it is the only uncancelled copy which has been recorded so far. The 1988 Alex Rendon Certificate states. "BOLIVIA 1917 "Cobija Provincial 10c on 1c blue (Scott #102), unused with original gum, pictured below, is in my opinion genuine in every respect.This is the only unused example of this stamp known to me. What is amazing about this unused example is that even stamps that were not used on covers were cancelled by the large Cojiba CDS that was applied to the center of a block of 4 and on the reverse for control. This stamp has neither cancel, and it is considered UNIQUE as there are no other mint examples that have turned up in more than 90 years.
